The latest monthly report from the National Association of Estate Agents makes bleak reading for potential homebuyers.

According to the research, there are 10 buyers for every property listed for sale in Britain, as the supply of homes available has dipped once again.

There was also bad news for first-time buyers. Following a positive period between July and October, where the number of sales to this group increased, purchases made in November fell by 10%.

As a whole, sales were down by 1%. This is typical at this time of year, but the sharp decline in sales to first-time buyers has given estate agents reason to fear the worst.

In the Autumn Statement, Chancellor George Osborne outlined his plans to assist first-time buyers in making it onto the property ladder. However, 53% of NAEA members believe that first-time purchasers will become more and more squeezed out of the market due to the continued lack of affordable housing.

The growing demand for property shows no sign of abating, with 336 house-hunters registered per NAEA branch in October, rising to 403 in November.

What’s more, the report shows that available housing dipped marginally in November, from 43 to 41 properties per branch.

Problems

‘It’s very normal at this time of year that demand is high and supply is low,’ noted Mark Hayward, MD of the NAEA. ‘House hunters hoping to find their dream property in the New Year have registered interest with agents, whilst those hoping to sell are holding off putting their properties on the market before January. However, supply is outweighing demand so heavily now that it can’t solely be attributed to seasonality,’ he continued.[1]

He went on to say that, ‘it’s clear that we’re faced with a crisis here and the housing market needs addressing as matter of urgency. Our recent Housing 2025 report compiled with Association of Residential Letting Agents and Centre for Economics and Business Research found that by 2025, house prices are set to rise by 50%-and if we don’t act now, this will impact first time buyers, second steppers and last steppers, forcing many out of home ownership.’[1]

Concluding, Mr Hayward said, ‘the Government has made efforts to address the issue of supply and demand, with Osborne outlining plans to build 200,000 new starter homes in his Autumn Statement, but four fifths of our agents think it simply isn’t enough.’ He believes that, ‘it’s all very well planning to build houses, but we need to move to action and get the bricks and mortar on the ground if we’re to solve the crisis we’re faced with.’[1]

Britain’s Most Festive Home?

It could be in any town or city around the UK, but this Christmas lights switch-on is held at a family home in Bristol.

Hundreds of people gathered to watch as more than 50,000 lights illuminated an end-of-terrace house in the suburb of Brentry.

Lee and Paul Brailsford have been decorating their mother Rosemary’s home since 1994, raising thousands of pounds for charity along the way. They have donated more than £30,000 to The Grand Appeal over the years, the charity for Bristol Royal Hospital for Children.

The £10,000 display takes six weeks to put up and three days to take down. It features a huge 70 light-up figures, including Santas and snowmen.

The lights are turned on for six hours a day for 31 days over the festive season.

Visitors may not notice the 200,000 metres of cabling, but are sure to spot the largest attraction – a rare life-sized nativity set from the USA.

Lee explains how it began: “We started decorating the house more than 20 years ago and each year it’s got bigger and bigger.

“We wanted to raise money for The Grand Appeal as Paul and I both have young children and we realised how lucky we are to have such a fantastic hospital right on our doorstep if ever we needed it.

“We raised more than £8,000 last year alone and would love to do even better this Christmas.”

He continues: “The switch-on is a lot of work, but it’s also really exciting. All our friends and family come along to help and the whole community turns out to see the lights go on.

“The reaction when we press the button for the first time makes it all worthwhile.

“We are really proud that it has become such an important part of people’s Christmases, as well as having raised so much money for such a brilliant cause.”1

The family’s first decoration was a small light-up Christmas tree, but their collection now includes 15 Santas, ten reindeer and ten snowmen.

Additionally, there are 30 sets of rope lights, ten sets of twinkling icicles, 50 rope-light shapes, trains, elves, soldiers and the nativity set on a purpose-built stage.

Most of the lights are supplied by local businesses, with the pair stocking up in the January sales every year.

Last year, the display raised £8,100 for The Grand Appeal – its most successful year so far.

This year, after Bristol was named as the European Green Capital, the brothers began converting all of the 50,000 bulbs to LEDs.

The display costs around £600 to run, and 19 local firms have sponsored this year’s spectacle to help cover costs and provide equipment for the switch-on.

Director of The Grand Appeal, Nicola Masters, says: “The Brailsford family has been supporting The Grand Appeal with their amazing lights display for many years and we’re so grateful for their incredible support.

“The switch-on has become something people from all over the region really look forward to and the event that really gets people into the Christmas spirit.

“As well as bringing so much Christmas spirit to the community, the money raised has helped our charity to support countless sick children at Bristol Children’s Hospital and their families.

“Every penny raised will help Bristol Children’s Hospital to continue to provide them with the very best care and make their Christmas that little bit brighter.”1

House builders in Britain have been encouraged to have their say on the amount of red tape that is seemingly restricting them from constructing more properties to satisfy demand.

The Government has announced a Cutting Red Tape review, which aims to identify and address the biggest issues that are effecting house builders. In addition, it wishes to collate the views of lesser firms, to understand the pressures that they are under.

Minsters believe that the wide-ranging investigation will cover experiences of those involved in building homes, such as developers, planners and associations.

Voice

Business Secretary Sajid Javid said that the review, ‘will give house builders and smaller construction businesses a powerful voice as part of our £10bn deregulation drive. Where rules are too complicated, ineffective our poorly enforced, I want to hear about it and the Government will take action. Together we can cut red tape and get Britain building.’[1]

Housing Minister Brandon Lewis also said that he is committed to removing barriers experienced by home builders. Lewis said that, ‘we want to hear the views of firms big and small so we can remove unnecessary red tape and help house builders do what they do best, building the homes we need.’[1]

Mr Lewis went on to explain that the starting points for the review are based on priorities recommended by the Task Force. These include:

  • roads and infrastructure rules for new housing developments
  • EU rules, such as the Habitats Directive
  • Wider EU environmental permit rules
  • Rules affecting utilities such as electricity, gas and water

Right to listen

John Allan, a national chairman of the Federation of Small Businesses, belives that the Government is right to listen to the requirements of smaller organisations. ‘In the 1980’s, smaller house builders delivered around two thirds of our new homes. Today, it is less than a third. If the Government can encourage small firms back into house building, that would be a major step towards meeting this country’s housing needs,’ he noted.[1]

‘The new Cutting Red Tape review will look at the way the law is enforced, as well as whether the rules themselves are proportionate and fit for purpose. The responses from house builders will lead to government taking concrete steps to remove burdens on business,’ he added.[1]

Stewart Baseley, executive chairman of the Home Builders Federation was also encouraged by the move. He said, ‘as the industry looks to drive further increases in housing supply we welcome moves to reduce unnecessary regulation and the associated costs.’[1]

‘Aside from the planning system there are significant other regulatory processes and charges levied on the industry that can adversely affect viability, but also, critically, delay the ability of home builders to get on site and start building. Reducing red tape will bring more sites into play more quickly and so help the industry deliver more desperately needed homes in the coming years,’ he also observed.[1]
